Please note: due to the current Covid-19 Coronavirus situation, the Parish Council will meet virtually via Zoom (https://zoom.us/) Meeting ID: 753 1441 1131 (the code will vary for each meeting) as permitted in the The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”)
Members of the Public:- Members of the public wishing to address the Council during the meeting must make the Chairman aware of their intention before the meeting starts. Members of the public wishing to record the meeting are asked to notify the Chairman of their intentions so that appropriate arrangements can be made for the recording, in accordance with the Council’s Standing Orders and Recording of Meetings Policy. The meeting will be recorded by the Council but will not be distributed.

a) Coronavirus Response – Adoption of Delegated Powers. To approve the revised scheme of delegation to allow the council to
continue to conduct its business during the coronavirus crisis.
b) To review and approve an amended meeting schedule to be implemented (if possible) for the duration of the crisis (based on guidance from
Government).
c) Approval of shared use (with Stondon Parish Council) of Zoom for Virtual meetings
d) Highways Works requests – Contract CBC to provide costings for One way system round The Green – awaiting further feedback
e) The Lakes development update
f) Review of Councillor roles in relation to Committees/Responsibilities
g) Review of Policies and Procedures
h) Grass Cutting review
i. Proposal to transfer management of cutting of all Highway grass to CBC
ii. Proposal to continue with current contractor for all additional grass cutting (e.g. Rec)
i) Proposal to provide to Clerk with Council Debt Card for on-line purchases
(any such purchases to have had prior Council approval or under delegated powers)
j) Review of Energy supplier for street light and proposal to change. Contract with EoN is about to expire and Clerk has found alternative
supplier that can provide a cost saving.
k) Proposal to agree install of three poles by OpenReach Poles on edge of Recreation Ground to feed Fibre to a cabinet. As per circulated report.
l) Proposal to request Village Hall committee to change access arrangements to Hall allotments by replacing current padlock with a combination padlock.
Proposal includes a change in the allotment contract to ensure holders lock gates or potentially lose access.
m) Proposal for letting of Hay Close to rent for keeping of horses.
